The Learning Partnership
The Learning Partnership Bedfordshire and Luton Ltd. was set up as a Registered Charity and Company Limited by Guarantee in 1999, and grew to support a network of more than 200 learning providers and organisations in Bedfordshire, with a reputation as an organisation delivering high quality community-based learning and training, working collaboratively with a range of stakeholders and partners.
In April 2017 The Learning Partnership became part of The Bedford College Group, to help secure community education funding opportunities, and to continue to develop and deliver learning to complement the learning delivered by the rest of The Bedford College Group.
What we do
Caroline Wilkins, Project Manager, currently manages the’ ‘Learning in Communities’ fund and oversees the Partnership Community Forum.
Learning in Communities fund
The Learning Partnership, as part of The Bedford College Group, receive direct funding from the Education & Skills Funding Agency (ESFA) to support community learning. In order to increase access to learning, and to engage with a wider range of learners, an amount of this funding is made available through an annual bidding process. Local VCS and other third sector organisations can apply to the fund in order to deliver informal community-based learning projects to those individuals from disadvantaged and deprived communities across the county.
The Partnership Community Forum
The Partnership Community Forum (PCF) was established by The Learning Partnership in 2000 and has continued to grow and evolve over the years into an established forum for of over 200 organisations predominantly, but not exclusively, from the voluntary and community sector.
The countywide partnership forum meets on a quarterly basis to network, exchange information, share good practice and discuss new activities around adult learning.
Organisations on the PCF mailing list also have access to the regular (at least monthly) PCF Bulletin newsletter. Partners can send content for inclusion in the bulletin which is then shared via email with the members of the PCF.

Adult Education Budget
Christopher Duncombe-Cooper, Learning and Development Manager currently manages funds from the Adult Education Budget to offer learning solutions to both individuals and employers. Under Chris’s guidance, last year saw the launch of a number of online learning programmes, which are delivered from Bedford Learning Centre and remotely.
OCR Level 1 Award in IT User Skills
The Learning Partnership launched the OCR Level 1 Award in IT User Skills at the top of the year in response to skills gaps identified by JCP Bedford. As a preferred supplier for IT, the centre has seen many individuals gain their qualification to help support them to find and secure employment. In addition, The Learning Partnership has built excellent working relationships with Bedford Learning Centre and as such has given any individual walking into the centre the opportunity to gain an IT qualification.
The Learning Partnership is now an AIM Awards registered centre to deliver a range of online learning programmes geared to supporting individuals to upskill in a number of areas required to support skills for the workplace. These qualifications are delivered at Level 1 and key titles include Employability Skills, Personal and Social Development Skills and Health and Safety.
Both of these qualifications have been delivered at our Bedford training centre and out in the community in partnership working with other local learning organisations.
